The neighbors of the murdered Special Action and Intelligence Committee for Transportation (SAICT) enforcer Hervin Cabanban said that people were lurking outside the victim’s house in General Trias, Cavite before the crime happened.
According to Joseph Morong’s report on “24 Oras” on Monday, CCTV footage showed that a white van passed by the victim’s house.
The relative said that the former SAICT officer’s neighbors noticed that there were people observing the house from the outside.
“May umikot na vehicle kasi may nagi-inuman, may napansin lang sila, mga around 11 or 12 daw. Mga 2 a.m., siguro siya yung bumalik ulit tapos may nakarinig na isang residente na gunshot na dalawa,” the relative said.
(There was a vehicle that passed by that was noticed by those drinking outside. They noticed that at around 11 p.m. or 12 a.m. At around 2 a.m., the vehicle went back and a resident heard two gunshots.)
The family of the victim said that they don’t know anyone with whom the victim had a beef or if the crime has anything to do with his job as a SAICT officer.
But they noticed that the victim no longer parks his motorcycle outside his house.
“Ibig sabihin may natatanggap siyang kuwan o may iniiwasan siya,” the relative said.
(It could mean that he’s receiving something or he’s avoiding someone.)
There were also shoe marks found at the door of the victim’s house, the report added.
Meanwhile, the Department of Transportation vowed to conduct a thorough investigation into the case. The family of the victim was also provided security, the report said.
“The President gave orders to involve all law enforcement agencies. We will find you and we will bring you to justice,” said DOTr Secretary Vince Dizon.
Philippine National Police chief General Nicolas Torre III, on the other hand, said that they are looking into various angles regarding the case.
