Independent Report
Quetta/Gwadar, October 19, 2025:
A high-level meeting chaired by Additional Chief Secretary (Development) Balochistan, Zahid Saleem, was held to review progress on key Gwadar Development Authority (GDA) projects, including the Business Plan and Water Supply Scheme. DG GDA Moin-ur-Rehman Khan and Chief Engineer Haji Syed Muhammad attended the meeting via video link and briefed participants on the financial and physical progress of the projects supported by the federal government.
According to the DG GDA, under the Rs. 11 billion Water Supply Project, a 150 km long main transmission line has been laid from Shadi Kaur to Chowr Digaar, extending to the Gwadar Airport Water Station. A state-of-the-art water station has been established at Chowr Digaar with high-capacity pumping machinery and a dedicated power feeder.

Additionally, water storage tanks of 7 million gallons at the Airport Water Station, 1 million gallons at Central Park, 2 million gallons at Koh Bun, and 2 million gallons at the City Water Station have been completed. The city’s 150 km distribution network is also operational, supplying water to homes directly through new lines.
Under the Business Plan, the federal government was to release Rs. 25 billion over ten years, out of which Rs. 15 billion has been received so far. Effective utilization of these funds has transformed Gwadar’s infrastructure — with the completion of 280 km of roads, schools, hospitals, parks, playgrounds, jetties, and other civic projects — boosting urban development, environmental improvement, and economic activity.
DG GDA further stated that the second phase of the Business Plan includes new projects in the economic, social, and tourism sectors to bring Gwadar up to international standards. The meeting decided to immediately pursue the release of pending federal funds to ensure uninterrupted progress and timely completion of development goals.
Authorities were directed to expedite consultancy, design, and feasibility studies for new GDA projects and forward them to the federal government for early funding and implementation.
