Two of 15 contractors with the most flood control projects nationwide, that have projects in Iloilo City, failed reportedly to settle business taxes until the Local Government Unit (LGU) sent them notices.
The two construction firms are owned by the Discaya family – St. Timothy Construction Corporation, and Alpha & Omega General Contractor and Development Corporation.
The two construction firms, based on an investigation by the Iloilo City LGU, failed to secure a mayor’s permit for the four flood control projects in Bo. [barrio] Obrero in Lapuz District and Barangay Tacas in Jaro District.
In Bo. Obrero, works on three sections of flood control projects under the St. Timothy Construction Corporation have started over a year ago.
Based on records of the Iloilo City Treasurer’s Office, the LGU sent a notice to St. Timothy on August 12, 2025, while a notice was sent to Alpha & Omega on August 13, 2025.
The notices include penalties imposed upon the two companies.
“Ang classification ng St. Timothy and Alpha & Omega, one-time contractor. Business tax for one-time contractor. Nagtaka nga tayo na may Notice to Proceed na pirmado ni City District Engineering Office Roy Pacanan na wala lang coordination sa atin,” said Joy Fantilaga-Gorzal, spokesperson of the Iloilo City mayor.
According to the LGU, other construction firms owned by the Discaya family that have projects in Iloilo City such as St. Gerrard General Contractor and Development Corporation and St. Matthew General Contractor and Development Corporation were able to settle business taxes.
Investigation on YPR General Contractor and Construction Supply, Inc. is ongoing.
Further, Mayor Raisa Treñas ordered the Iloilo City Treasurer’s Office to identify all contractors with projects in Iloilo City and check on their compliance to settling taxes.
”Not only flood control projects kundi lahat. Hamakin mo, P3 million para lang sa apat na projects, paano kung makumpleto [ang pag-] inspect? Ilan pa kayang business tax ang ma-collect natin?” Fantilaga stressed.
