When Manila Mayor, Isko Moreno, was re-elected, one of the first things he enacted as a returning mayor was the strict implementation of the city’s Ordinance 8772, which basically outlaws modified mufflers/exhaust pipes in all types of vehicles within the country’s capital, with the exemption of motorcycles with engine displacements of 400cc and above.
Garnering public support, some cities have followed what Manila is doing, and one of them is the City of Dasmariñas in Cavite. But unlike Manila, authorities in ‘Dasma’ based their loud pipe apprehension on a Marcos Sr.-era decree—Presidential Decree 96, which declares it unlawful for unauthorized individuals or vehicles to use or attach sirens, bells, horns, whistles, or similar devices that produce loud or startling sounds. “This is in compliance with the directives issued by PLTCOL REGINO L. OÑATE, ACOP, Dasmariñas City Component Police Station (CCPS), regarding the implementation of Presidential Decree No. 96, which declares the unlawful use or attachment of sirens, bells, horns, whistles, or similar gadgets that emit exceptionally loud or startling sounds, including dome lights and other signaling or flashing devices on motor vehicles, except as otherwise provided by law.
In line with this, personnel of the Dasmariñas CCPS, under the supervision of PLTCOL REGINO L. OÑATE, conducted a pre-deployment briefing for all incoming duty patrollers and reiterated the aforementioned directives,” says Dasmariñas CCPS through its official social media page.
It further added that personnel from the Dasmariñas CCPS conducted an Oplan Sita Operation within city limits, resulting in the confiscation of four loud mufflers. These items are now under the custody of Dasmariñas CCPS for proper disposition and have been transferred to the Dasmariñas City Impounding Area in Cavite.
The Dasmariñas PNP has intensified its campaign against illegal and hazardous vehicle modifications, including the strict impoundment of non-compliant motorcycles.
