President Director of PT Roatex Indonesia Toll System (RITS), Attila Keszeg, announced that the company has completed 1,900 successful system tests at the Bali Mandara Toll Road to ensure the Multi-Lane Free Flow (MLFF) technology operates according to specifications.
“All tests conducted so far have shown positive results. The system is stable, accurate, and ready for wider implementation,” Attila said during the Hunindo Tech 6.0 forum in Jakarta on Monday, October 20, 2025.
The MLFF system, which eliminates the need for toll gates, is based on Global Navigation Satellite System (GNSS) technology, allowing high-precision tracking of vehicle movements, even in high-traffic areas.
In addition to GNSS integration, the Hungarian firm has deployed AI-powered smart cameras designed to support traffic law enforcement and transaction monitoring in collaboration with Indonesia’s Traffic Police Corps (Korlantas Polri).
“These cameras can function in all weather conditions and accurately recognize various types of vehicle license plates,” Attila cited.
RITS confirmed that the company would follow the direction of the Ministry of Public Works and the Toll Road Regulatory Agency (BPJT) regarding the next toll road segments to adopt MLFF.
Attila welcomed the reinstatement of MLFF as a National Strategic Project (PSN) under President Prabowo Subianto’s administration, seeing it as a strong signal of continuity in Indonesia’s infrastructure modernization agenda.
“On behalf of our investors, including the Government of Hungary, we remain fully committed to contributing to Indonesia’s development and strengthening bilateral cooperation,” Attila said.
“The reaffirmation of MLFF as a National Strategic Project reflects Indonesia’s trust and support for the sustainability of this partnership,” he added.
Funded entirely by investment
The MLFF system is expected to transform Indonesia’s toll road experience by allowing vehicles to pass without stopping, reducing congestion, and improving efficiency.
With successful trials and strong government backing, the initiative marks another milestone in Indonesia–Hungary cooperation in transportation technology and digital infrastructure.
Attila also emphasized that the development of the MLFF project does not rely on Indonesia’s state budget (APBN).
“All funding for this project comes entirely from Hungary,” he said, underscoring the project’s foreign direct investment nature.
Initially introduced as a PSN during the Joko Widodo administration, the MLFF project has now been re-listed under Coordinating Minister for Economic Affairs Regulation (Permenko) No. 16/2025, which revises the National Strategic Project List (Permenko No. 7/2021).

Efforts to accelerate the implementation of the Multi-Lane Free Flow (MLFF) electronic toll payment system in Indonesia was the focus of the Hunindo Tech 6.0 business forum held in Jakarta on Monday, October 20, 2025.10.20
Secretary General of the Indonesian Toll Road Association (ATI), Krist Ade Sudiyono, said that, to date, there have been no formal discussions between toll road operators (BUJT), the project executors of the Multi-Lane Free Flow (MLFF) system, and the government regarding business model for toll collection under the system.
The Corruption Eradication Commission (KPK) summoned the head of the Toll Road Regulatory Agency (BPJT), Willan Oktavian, on Thursday, May 22, 2025, in connection with an inquiry into government assets under toll road concession agreements.
Delayed implementation of the Multi-Lane Free Flow (MLFF) toll collection system in Indonesia is attributed to the absence of a clear business model between toll road operators (BUJT) and the prospective operator Roatex, which involves crucial discussions around core business functions, profit-sharing mechanisms, wages, and security protocols.
