TRECE MARTIRES CITY, Cavite – The Department of Interior and Local Government (DILG)-Cavite has officially rolled out the Sangguniang Kabataan Mandatory Training (SKMT) modules as it convenes the Provincial Management Team (PMT) Tuesday at the provincial capitol here.
DILG Cavite Director Allan V. Benitez said the PMT, composed of the DILG as convenor, local resources institutes (LRIs, academe), Liga ng mga Barangay and the City and Municipal Youth Development officers, discussed in a meeting the initiatives to ensure SKMT preparations would meet target and end results.
Benitez said the meeting also served as venue to identify possible problem and have it resolved early on.
He said the PMT is now rolling out the SKMT module in preparation for the schedule training from May 16 to 26 as a requirement under the Sangguniang Kabataan (SK) Reform Act.
This act mandates “all selected SK officials must attend/undergo must undergo the mandatory training before he or she can assume office,” Benitez adds.
In March, the provincial DILG signed a memorandum of agreement with four LRIs namely De La Salle University-Dasmariǹas (DLSU-D), National College of Science and Technology (NCST), Cavite State University (CvSU) Main and Naic campuses; as well as with the Liga ng mga Barangay (Villagers League) to undertake/spearhead the SKMT Training.
Under the MOA, the Cavite DILG represented by Benitez will take charge of coordinating with the village officials about the SKMT and design its action plan to ensure that the mandatory training activities are conducted with the set timeframe.
The Liga ng mga Barangay, with Ex-Officio President Paolo Crisostomo as signatory, on his part commits to assure all village officials that all SK participants will be transported from their village to the training venues of the LRIs.
The LRIs’, represented by their respective Presidents, provide for the needed training venues.
The LRI partnership specifies the coverage/scope of each partner: DLSU-Dasmarinas will cater to the villages of Districts 1 and 2, the NCST-Dasmarinas will handle villages of Districts 3 and 4 plus City of Gen Trias, the CvSU Main Campus in Indang will take charge of the villages under District 7 LGUs, and CvSU -Naic Campus will manage the villages of District 5 and the LGUs of Amadeo, Tanza and Trece.
The SKMT has 3 Modules – Module 1 (SK Reform Act and SK Functions and Duties), Module 2 (Rules and Regulations governing the Public Officials), and Module 3 (SK as a partner in Nation Building).
Every Module will be handled by Resource Persons – Module 1 (from DILG), Module 2 (LRIs/Academe), and Module 3 (Local Youth Development Officers).
The DILG as PMT head takes care of the series of Action Planning and the finalization of preparations and administrative requirements.
Eventually, after the SKMT, the Federation Elections per City and Municipality will follow before the officials-elect will assume their post by 12:01 p.m. of June 30, 2018. (PNA)
