President Ferdinand Marcos Jr. announced in his fourth State of the Nation Address on Monday, July 28, that the government will cover all expenses incurred by Filipinos at Department of Health (DOH) hospitals.
Health Secretary Teodoro Herbosa said that patients must be admitted to the basic accommodation or ward for the Philippine Health Insurance Corporation (PhilHealth) to foot 100% of the bill.
The zero-balance billing will be available in the following DOH hospitals:
LUZON
National Capital Region (NCR)
Government-owned and controlled corporations (GOCCs)
Ilocos Region (Region I)
Cordillera Administrative Region (CAR)
Cagayan Valley (Region II)
Central Luzon (Region III)
CALABARZON (Region IV-A)
MIMAROPA (Region IV-B)
Bicol Region (Region V)
VISAYAS
Western Visayas (Region VI)
Negros Island Region (NIR)
Central Visayas (Region VII)
Eastern Visayas (Region VIII)
MINDANAO
Zamboanga Peninsula (Region IX)
Northern Mindanao (Region X)
Davao Region (Region XI)
SOCCSKSARGEN (Region XII)
Caraga (Region XIII)
Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
In a separate statement on Saturday, PhilHealth said that they do not ask for any additional documentation from patients in DOH hospitals when availing zero-balance billing.
“Walang anumang interview na kinakailangan dahil lahat ng Pilipino ay miyembro ng PhilHealth alinsunod sa Universal Health Care Law. Bilang miyembro, lahat ng Pilipino—may kakayanan man o wala na magbayad ng kontribusyon—ay garantisado sa No Balance Billing kung sila ay maa-admit sa basic o ward accommodation,” PhilHealth said.
(There are no interviews needed because all Filipinos are members of PhilHealth in accordance with the Universal Health Care Law. As members, all Filipinos—whether they the capacity or none to pay their contributions—are guaranteed to access the No Balance Billing if they are admitted to the basic ward or accommodation.)
“Makakaasa ang publiko na patuloy na isusulong ng PhilHealth ang mga probisyon ng batas, lalo na ang UHC, upang matiyak ang pantay-pantay na access sa serbisyo pangkalusugan para sa lahat ng Pilipino,” it added.
